registerCacheTopic

The registerCacheTopic function is used to add a cache topic to an internal datamap containing cache topics. If the cache topic has already been added, the function will do nothing. It has 3 parameters:

-topic - a string representing the topic -maxCycleAge - one of the elements of the cache topic -maxCacheElements - one of the elements of the cache topic
